We're new snowbirds to The Villages...Can you help identify this creature in the pond in Mira Mesa?

Lol, downed birthday ballon bouquet. Good thing they didn't get stuck in power lines, mylar is a big no-no.

The white sphere is "Rover". It is activated if anyone tries to escape The Villages.
(A reference to the television series "The Prisoner".)
