Then you'll be sitting on the roof of your house charging your cell phone?

Better yet (not to mention safer and more convenient) buy a couple charging sticks (sold just about everywhere). Charge them up Saturday and you'll be good to go.

If Irrna has your car underwater I doubt there will be cell service anyhow.

You will need an adapter with the plug that goes into your cigarette lighter jack.

There is merit to worrying about how to charge the phone in the event of................

A more significant concern? Cell towers are obliterated, hence no cell service.

It is a hypothesis ant the moment.

However some thought should be given to ....what to do if you do not have cell phone capability for a prolonged period of time.

That would cause a huge number of children, teens, and young adults to suffer PTSD.

Buy a power bank charger. I got one about 6 years ago from QVC and it still works like a champ. You charge it up in an outlet and it stores the power and charges your iphone to full power for 5-6 times before it needs charged again. I have 3 around the house that we charge once a month and throw in our cars for emergency use. You can get them anywhere these days. Walmart probably has them. I'm sure you can get them at bestbuy.
