Hope you find a good fix for your problem. Better safe than sorry.
Get a extended bulb pole at Lowe’s or Home Depot , I had the same problem the pole works ,
Call someone with a ladder
Not only do I have a pole with a suction cup you can have if you want but I also have a ladder you can borrow.

Think there are extension poles that will do that. Need an additional head that will capture incandescent, flood, led bulbs (separate ones for each type)
I’ll do it.
I’m moving down in two weeks. I can give a hand if you need it.

All the lights have covers over them / so a pole is not going to work |

the ceiling is 14 feet / I know guys with 6ft and 8ft but not many with 10ft or 12ft |
Eight foot ladder should be fine, unless you are sending a midget up to do it!
Go to Lowe's or HD and purchase a pole made for doing such things. Gee, these people that recommend a handy-man are pretty helpless.
Invite your son or son-in-law to your house and have him do it.
Find a handyman. Most will change out bulbs for a reasonable fee. I had mine all changed out and the cost was minimal.
You can buy a light pole it has clamp on the end that allows you to change a bulb. Probably can get in home depot
