Sounds like a very risky tactic to take. Impersonating a law enforcement officer is a crime in every US state as far as I know.

If no one answers that's because it's a 'robo call'. They have a computer that can dial dozens of numbers at the same time and whoever answers first they talk to and everybody else hears nothing.

We had a lot of unwanted calls so I contacted my phone company Century Link and asked could they add 'call block' to our phone. They didn't charge me for the service and you can block up to 12 phone numbers. As soon as you get an unwanted call dial *60 and then follow the instructions. It works great, we hardly get a nuisance call anymore and when I do, they're gone forever.

I am having the same problem with my Blackberry. Same number (an English number) same time of day. Blocked it yesterday, but it takes 28 days to take effect
Now, the home phone, same problem, but calls coming from overseas call centers. I have been told to let all calls ring out for 5 rings, computers switch off after that, live callers, i.e. 'friends' will wait fo you to answer.
