I would think that there should be no parking there at all because it has to be a fire lane. I never thought about the cars parking there even though I walk by them every morning.

That does not sound feasible. Where did you get this information? Did a police officer tell you that or someone who worked there?? Employees of places are often right and just as often wrong.
