Ok, I have to chime in with a logical suggestion after we all have given the childish ones. Have you thought of planting a privacy hedge row? Obviously, you are not going to want to make this neighbor a friend now or in the future and a privacy hedge would most likely do the trick. It would cost a whole lot more to sell your home just because of this issue. You purchased a home which backs up to someone else, and unfortunately, these are issues which arise in such properties. So, if you spend a little, you don't have to get real high hedges, they will grow, just place them in a way the dog can't come onto your property. May even want to consider placing some chicken wire or something on your side. The dog will learn in a short time he can't come into your lawn.
Good luck with your situation and I truly feel sorry that this is making your life miserable. It shouldn't be like that for anyone.

I really don't think a person wants an Assault/Battery charge leveled against them for spraying someone with pepper spray over dog poop; that can happen.

unfortunately you have to keep calling community services, their attitude is disrespectful, and the only thing you can do, is keep on annoying them by calling......we have a similar story here, but at least the owner picks up!

As can be read in your deed restrictions, "hedgerows" are not allowed.

I have been practicing and if you run and jump just right, you can do it. The neighbors are leaving me completely alone now.

I would pay (lots) to see that! It is very possible to landscape your backyard neighbor out .....

We have a couple of neighbors who tried that. Community watch told them to remove the signs.

Once upon a time we endured the same hardship as the OP. Did all of the nice things to try to ward off the intruders. Finally asked the Vet what to do and was told to apply crushed red pepper or hot chili pepper, etc to the sidewalk edge of the property from where the offending dogs would enter.

It didn't take long before the owners/walkers realized that the dogs sneezing and pawing at their snouts was the result of some sort of irritant. Nor did it take long for the dogs and their walkers to avoid our property! We had to use the same practice when we bought in TV since the house we purchased had been vacant for some time and owners seemed quite used to bringing their dogs there to squat.

Spices can be bought for the cheap at a local dollar store and they don't take up much space in any storage area. One just has to reapply to the lawn after heavy rains.

I haven't seen this solution proposed before - threatening to throw bags of poop on their roof. Imaginative.

I don't think Community Services enforces Sumter County laws. Try calling Animal Control.

Like Redwitch, I also know of households that have moved due to problems with noisy neighbors, landscaping issues or other disputes.
It's sad that retired people with a lifetime of life skills can't communicate, respect each other and work things out.

My question now is, since we haven't seen this dog in our yard for about a month now, should I still contact animal control because the dog continues to be let out off leash, and owners sometimes step out and watch, other times the owners stay inside. I know the leash law says something to the fact, under the owners control. Is the dog considered under their control off leash yet in their yard? Again, not wanting to give them/anyone a hard time or be mean, but, I think that they are being that way to us. I sometimes think, well, they are already mad and don't speak, what do I have to lose at this point? Call or not call?

If the dog remains in their yard, off leash, is it possible that they've installed invisible fencing?
If you haven't seen the dog in your yard for a month and the dog hasn't been trespassing, why would you need to call Animal Control?

I doubt they have installed a fence, I probably would have seen some indication of this and it looks like the same collar it has always worn. Also, I see it in the yard next door to them, which is also behind me. That house is not occupied yet.
