Question Blue Road Markers

As I drive around TV I notice there are blue road markers on the residential streets. Does anyone know why they are there and what do they mean?

We had one on our street but the snow plow keeps tearing it off.

The marker, designating the location of fire hydrants, should be slightly off-center to indicate which side of the street the hydrant is located on.

The FD advises that they are no longer replacing the blue reflectors, the GPS location of each hydrant is now mapped in the onboard computer on each piece of equipment.
