It is my understanding that the Recreation Department is a part of the amenities program.
Is that correct? If so, some amenities are owned by the developer, some amenities are owned by Village Center Community Development District, and some are owned by the Sumter Landing Community Development District. Although owned by three separate entities, and funded through those separate entities, there is only one Villages Recreation Department. How are the people who run the department hired? Who are their bosses? |

Given that:
- Recreational facilities are owned by VCCDD, SLCDD, and by the Developer in the southern areas - Amenity fees are collected by the same group - The VCCDD provides many administration services for all of the CDDs - The supervisors of the VCCDD and SLCDD are selected/elected by the Developer My guess: The Recreation Department is effectively run out of the VCCDD with the SLCDD and the Developer having significant input.

All district government employees are employees of the Village Center CDD. District departments work under the direction of the board of supervisors or other governing authority of the individual districts. For example, in district 4, Property Management follows the direction of the district 4 board of supervisors (typically as expressed in the budget). North of 466, amenities are owned by the Village Center CDD, and a committee of the VCCDD, the Amenity Authority Committee, set the policies and budget that are carried out by the Recreation Department in that area. Between 466 and 42, the Project Wide Advisory Committee, a committee of the Sumter Landing CDD, does that same for amenities in that area. The developer owns the amenities south of 42.

As I described in the OP, and you repeated, the amenities themselves are owned by 3 separate entities, yet there is only one "Director of Recreation"...so, who appoints him? |
