Home owners do it , buy their own flags. Not sure who does Village entrance decorations. We have residents that decorate in front of our villas entrance.

In my village, Tierra del Sol South, which is quite small, a man with a golf cart full of buckets of flags drives around and sticks them in people’s lawns. I have a vague idea that the village dues once paid for these flags, and this man has accepted the task of putting them out and picking them up. Or perhaps there are a couple of guys who do it. In any case, thank you.

Sometimes it is by the village neighbors who put up holiday decorations at the front entrance of each village
