The kissing lanais was one of my biggest considerations in determining where in the villages to buy. I love dogs. Been a dog owner for my whole life. Dog owners who continually let their dogs bark and who let their dogs crap all over the yard without cleaning it up are inconsiderate and make for lousy neighbors. Most likely, the county animal control department can issue a citation for constant barking (nuisance ordinance). Maybe this can also apply to crap. The OP could always spread cow manure as fertilizer all along his property as close to the dog owner's lanai as possible; best to do this during August when it is nice and warm. There is nothing that puts out a stronger aroma than cow manure on a hot sunny day.

I agree with the others who suggest that the noise problem is the one that can be the deal maker. Pick up a sound activated recorder and let it run for a day.
