I appreciate the trouble you go to with the "bag". But, if you are still using the neighbor's yard without expressed permission, you are still trespassing. Trespassing is inherently disrespectful of that neighbor and their property by usurping their land for your use.
Dogs do not need to walk in order to relieve themselves. After many years traveling on small boats, I have seen how well they adapt to having a small spot of carpet, like a cat has a litter box, for their toilet. Many of the places we traveled to we're not safe to go ashore. The only reason a dog really needs to walk is for exercise.

If they pick up after the dog, so what. It’s a dog. When It has to go it has to go. Are they supposed to walk around your yard? Seems like you’re being overly not picky.

I'm trying to imagine my (or anyone else's) reaction, while looking at a home, having a neighbor burst into the conversation with warnings about dog poop.
If possible, I'd first concern myself with avoiding that particular individual's neighborhood, more to avoid that person that over worry about dog poop.
Then maybe visit a few developed neighborhoods, expecting to see piles everywhere. I've never actually seen piles anywhere, in any neighborhood I've visited.
I do believe I'd come to the conclusion that I'd met a crackpot.
