Why do people insist on making claims without looking them up first, do they really think no one will check? Proof by emphatic assertion rarely works. Perhaps. What would you recommend he/she do? Set the impression and expectation that one is happy to clean up the crap others leave behind? Or, let it be known that you will not be the servant of others rude and disrespectful behavior. Since signs, even small, are not allowed, how do you suggest they get the message out. Other than, say, complain right here.
