Has anyone run into a problem with the water dept. here in the villages?

Why I ask is that when we moved here just over a year ago, our water meter was charging us for 3 gallons of water for every gallon that went through it. (Over Charging Us) we did finally get a rebate and a new meter. That happen in January 2014.

Then in May of 2014, water bill was very high, we question the bill again and they came up to run a pressure test. They were unable to do so because water meter fell apart. They would have to send back to factory for a reading. We finally received the reading in mid August 2014 and the meter read everything OK according to factory who rebuilt the meter and water dept. NO Rebate!
I saw the meter fall apart in the hands of the techs that came that day and heard them say "Never Had That Happen Before, How We Going To Read This One" But the meter was O.K. how when it was in three (3) separate pieces?
