Default Night time exercisers etc

We were out and about on our golf-cart tonight after dark. We observed folks walking, jogging and also riding their bikes. The biker did have a light on his bike which was helpful BUT he had dark clothing on. The other folks didn't have light or reflective clothing on and it was a good thing we didn't accidently run into them. I have to wonder if people have a "death wish" when they decide to exercise at night?? I've observed this more than just tonight so it seems to be a common occurance here in TV! Anyone else have thoughts on this?

If people are not responsible for their own actions and safety, why is it up to everyone else. Its a shame that something bad always has to happen for someone to make a change.

I just heard the guy on the radio (this morning) saying as he was coming to work (it must have still been dark) that he encountered bicycalists w/o lights or reflective anything and a reminder for lights at least. Also that some golf-carts were w/o lights. So it wasn't just our experience........
