Was digging in my backyard came across this what looks like gas pipe with red cap just below the rocks under the matting. Not against the house but halfway between my backyard gate ( I live on corner lot) and retaining CYV wall along street well inside my yard.

Pipe looks like about 1/2” With WITNESS LB 7323 ON TOP OF THE RED CAP? Anybody got clue what this is?
