Is there any restrictions on the placement of a satellite dish?

Yes, go to http://www.districtgov.org click on "architectural review", click on the link for the form, fill it out and take it to the office.
First place they'd like you to have it installed is on the ground.
However if that does not work for receiption, you can reapply for the roof.

I was told that the roof as well as in front of the house was "off-limits" for dish placement. but you can attach one to the fascia by the roof so the dish ailms over the roof. Best check with the district office.
