Default How to get used annuals from TV public areas?

After being here full time for 6 months, we've noticed that sometimes at the changing of the annual flowers, folks are gathered to take up the ones being replaced. Is there a system for doing this? How do you know when the changes are scheduled, or is it just happenstance?

I don't do a lot of gardening, so this may be a stupid question. If they're annuals and have been in the ground for a while, aren't they about to die? I thought the reason they change them out is because they had reached the end of their life cycle and had to be replaced. Why would you want them?

For those interested, here is the answer I got back when I contacted the recommended folks:

When the annuals are removed from the areas, they have reached their maturity in most cases and discarded to a landfill. We would frown upon having vehicles stop by and speak with the contractor because in some areas it might be too congested and cause a potential safety issue. With that said, we cant stop anyone from doing that. The dates are not, nor will they ever be announced due to the vast number of areas that are changed out.
