Default New Build - Additional costs?

I just read on a forum, however it is several years old (New Build) that there are extra fees, not included in the price of the home, lot and closing costs. Please let me know if these fees are correct and in place.

Mailbox fee - $190.00
Bldg permits and Sumter County Impact fee - $3,998.00
N. Sumter Utility and first time hookup - $2,300.00
Village Water Conservation Authority - $700.00
Underground Service Electric fee - $165.00
Electric Meter Service fee - $100.00
Water and Waste Water fee - $100.00

I just closed on a house 3 weeks ago, and I didn't pay any of those fees. They were paid by the builder, and included in the new home price

Does anyone have any numbers on average electric and water costs on a Williamsburg?
