Could not have said it better. OP no you are not going to be penalized if you do not recycle. If you choose not to it's your decision.
We come from a state that all of our cans and bottles have to be returned to a recycling center. I actually prefer that, than the way it's done in Florida. At least I know what is really happening with my bottles and cans, and see very few on the side of roads. Best part scout groups come to your home and pick them up for fund raiser and clean up what few are dropped on the roads.

There are lots of them depending on the appraisal of your home. My taxes are under $1k in Amelia (smallish 2/2) but there are also $300k homes there that are more. We all don't live in McMansions.

It is not mandatory to recycle in our community. Why wouldn't you want to recycle? The service is provided, it is the right thing to do. To just throw your bottles, cans, paper and cardboard in the trash is lazy and ignorant. If you recycled, what trash would you generate? Especially since most residents have a garbage disposal? We all generate bottles, tin and aluminum cans, plastic, paper and cardboard. Being a Solid Waste Manager you do save money on disposal costs and it's definitely better for our environment!

There is a limit to the amount of recycled trash that can be sold, hence overflow goes to trash stream. I bought wire frame from ACE to hold the clear bag in garage for clear recycling bag, usually takes us two weeks to fill that big bag. Maybe your recycle bag was not taken as it had non-recyclable matter in it. hence clear bags had that happend awhile back, called trash company and checked that a small pieced of styofoam was buried in a box, opened bag and took it out, they took it out.

Put white trash bag out when full, could get by with once a week trash collection

Before moving here, took all trash and garbage to transfer station. Also had recycle for what is here, used to have to seperate. Also, a tank for used motor oil, used antifreeze, used cooking oil (Converted to biodiesel), and electronics. Can't do that here all the time.
