Is there a group that collects golf balls for our troops or other groups?

Yes, Operation Shoebox. They "resell" them for donations to help finance costs of mailing to the troops.

On my last deployment (returned April 2020; Bagram, Afghanistan). I noticed some used balls in our R&R building. They had been used in some time. Frankly, it is not the sort of R&R equipment the troops use

Conversely if you gather 8,000 balls you can sell them. Donate or keep the cash.
