Default Dead Tree Removal

I seem to remember that approval is required to remove a tree (larger than 6" around?). Does this rule apply if the palm tree is dead?

Do the regional rec centers have these forms?

Size is 4". Why would there be a rule about removing a dead tree. Cut'er down!

I thought that meant just the live oaks which are protected? I am not sure about this at all.

During this last storm my neighbors had 3 queen palms go down. They all had them removed with no problems from TV.
