Any food bank, or church that has donations bin. I drop mine off at the women’s centers. It’s always appreciated.

Shampoos last a long long time. But conditioners usually have some kind of oil or shea butter in them, which can go rancid. I'd say any conditioner more than 2 years old, you should just toss. But those shampoo packets can be a HUGE deal for homeless folks!
