How about this, the evil doer is a business owner within the traffic pattern of a Village golf cart. Because of the economy he has a cash flow problem at his place of business. He needed cleaning supplies to clean his restaurant and fresh oil for his deep fryer. He also stole a ladder. The evil doer is too short to wash the highest point of his restaurant windows. The golf cart will be sold on Craigslist. He lives or works within walking distance of where the golf cart was taken. The crime was premeditated, he had a shopping list and knew exactly where to get what he needed.

Or.. he is lazy and didnt want to walk from burglary to burglary carrying stolen property, so he steals a golf cart, goes to some sheds he had scoped out and breaks in, takes what has some value, including a ladder because he is only a "shadow" of what he used to be.
