We were playing Sarasota the other day and noticed that the street name signs by the new Walmart have been installed. The names are all in upper case (capital) letters. I was of the opinion that federal guidelines (law) mandated upper and lower case lettering.

FWIW, the Federal Highway Administration's Manual on Uniform Traffic Control Devices (MUTCD) does require upper and lower case letters on street signs.

Sign lettering is normally uppercase letters except various sections of the Manual on Uniform Traffic that destination names may be in lowercase lettering-with initial uppercase.

Only if it is a destination, like would be seen on an Interstate/Freeway/Turnpike.

I just wish they would position the street signs and street lights where you could read them at night. Finding an unfamiliar street at night is a challenge.

Nope. From the MUTCD...

"Q: Can lettering on Street Name signs still be displayed in all upper-case letters?
A: No, lettering for place names and destinations on all guide signs, including Street Name signs, shall be in mixed-case lettering with the first letter in upper-case followed by lower-case letters."

As long as they aren't in Cyrillic, they seem to work fine
