Basically, there is a benefit in pooling money for maintenance of common areas. PWAC was created to pool funds from Districts south of 466 to maintain their common areas. New Districts through 13 were added to the PWAC.

Being part of the PWAC does not relinquish ownership of the property or facilities within the CDD. BCDD owns the land that the Brownwood square sits on; BCDD owns the square. We Villagers along with the BCDD and SLCDD provide maintenance fees to the PWF to pay for maintenance of common areas and features but that doesn't mean we Villagers can lay claim to anything not an amenity that is outside the District we live in.
Thank you for this excellent explanation. I understand it better now. PWF paying for common areas makes sense. We all like to see these common areas maintained so that the Villages continues to be a beautiful place!

When speaking of "who owns the Squares", it's important to distinguish, exactly what part of the "Squares" one is speaking of.

The roads are owned by the county.

The buildings are owned by the developer.

Some of the surrounds, are CDD owned.

The "music area" is leased. (I believe it's owned by the County?)

The County believes the CDD owns the music areas of Brownwood and Sumter (didn't look at Springs).

Why do people insist on making claims without looking them up first, do they really think no one will check? Proof by emphatic assertion rarely works.
Confirmation bias is real; I can find any number of articles that say so.
