So, do they have the legal authority to apprehend speeders? I doubt it. Without that, how do you definitively identify owners of one of the approximately 70,000 golf carts?

If not a Bogus email, it's a program that will never work

I can't join because my cart cannot do over 20 MPH. I could never catch the offenders.
