According to the article, CDD 4 is the only CDD responsible for the cost and maintenance all of its roads. Other CDDs are only responsible for their villa roads.

Does anyone know why CDD 4 is responsible for all of their roads? Also, as to other CDDS only being responsible for villa roads, does that mean the CDD is not responsible for Veranda and designer roads? Any explanation for this distinction between villa and non-villa roads?

CDD 4 appears to encompass all the homes in Marion County. A guess would be that the difference between CDD 4 and the rest is due to different agreements being reached with Marion and Sumter counties.

Way I understand it District 4 in Marion county. Marion county does not maintain anything in villages district 4 does (i don’t know about BV that maybe under Marion county? Why G Morse said he would never build in Marion county again. Didn’t stop the kids did it.

Other CDD’s might not be responsible for non Villa roads, but they are on the hook for time bombs lurking below the roads. CDD1’s budget just got hit with an unexpected $200k hit to fix a failed pipe joint, along with geo-engineering costs (aka sinkhole exploration study), on San Marino Drive. Hopefully the geo-engineering study won’t uncover another expensive budget stressing time bomb. It certainly raises a reasonable question of how many other relatively young (30 year old) pipe joints are nearing a failure event?

District 4 is responsible for all roads because Marion County doesn't do residential roads (they are not picking on The Villages). That means the district is on the hook for all roads except Buena Vista, which is a county road.
Throughout the villages, all districts are responsible for villa roads. In Sumter, the county is responsible for all other roads.
