Am unsure but, the parking lot of a restaurant is private property and Law Enforcement will be unable to take any actions. These type of douchebags are almost begging for their car to be keyed. :(

If they are a big enough scumbag to park like that then they aren’t going to care what some random people on the internet think about them.
