Default Flag pole repairs

The halyard on my 12 ft. flagpole broke in the heavy winds we had a few weeks ago. I called one flag pole business and they wanted $850 to repair it. Does anyone know of a flag pole repair business that is more affordable?

$15 for new halyard....10 minutes to install.
A new 20 foot flag pole cemented in the ground is around $500.
