And if this is not true, why don't we make it a rule or law? Nobody wants door-to-door solicitation.

A CDD does not have any enforcement authority beyond deed restrictions. Talk to the county.

I was in 7-11 yesterday and saw a bus load of illegal solicitors get off to buy stuff there. They were all men. I don't think this is right.

Lucky you. We got quite a few in the first 2 or 3 weeks. It tapered off after that. We even had a woman dressed as a "Welcome Wagon lady", looked kind of official, name tag business suit. She had a little basket. She gave us her spiel along with a number of fliers for businesses that she was pushing. We also got a card that said "Welcome" and maybe a balloon, if memory serves. The nice little basket left with her. Welcome wagons ain't what they used to be. Mind you, this was back in 2013. Seems almost like yesterday, almost! Time sure flies when you have medical appointments most weeks.
