I have rented for a few years in TV and though I did not find a group specifically for new renters, I did meet many wonderful people and make new friends. Depending upon your "year of birth", the Baby Boomer Singles group was wonderful and inviting. You can join any of their activities. Also, any classes you take or hobbies you enjoy will probably lead you to a club, which welcomes you even as a part timer. Just expect the best, and you will probably receive it.
Your topic does bring up an interesting point though. Perhaps a new social group for renters/ new renters during the winter season would be fun.
