Definately suggest renting before you buy. Many opportunities to do so at a reasonable price especially in the off season.

Pay here is very low and jobs are scarce. Cost of living is high here in TV but because so many amenities are included in the monthly fees the high costs are somewhat off set.

Resale is a great way to go for all the reasons other responders have mentions but mostly in the ability to negotiate price.
