The state budget contains $8,000,000 for outside lawyers to defend the state regarding lawsuits filed about laws that were recently passed. This does not include the cost of state lawyers.

I would also spend another $8M to educate our state lawyers so they can defend our state for years to come on the upcoming changes

All laws, federal, state, and local are increasingly being challenged in court for almost every reason imaginable-and some that are downright crazy. In short, we live in a litigious society. The government could pass No laws and still get sued. Many years ago, I worked for a corporation and we budgeted for lawsuits all the time.
