There are things available that help in the making of jewelry by bending and shaping the wire. Could this be that?

Yes, they’re Dremel tools! They won’t do you any good unless you have the Dremel tool.

I’m guessing a technician left his wire bending jig for terminating telephone or Cat 5 cable in your box.

To me, it looks like it could possibly be a store display, where a Dremel, Ryobi, etc. tool could be fit to the rod in the back so that the available bits are shown with the tool itself.

Just a guess. It could be a doohickey instead as others have suggested.
