‘Spite fence’ angers neighbors of West Neck golf community in Virginia Beach

Golf course over 55 community in Virginia. Course and clubhouse shut down and sold. New owner not maintaining the land and ponds. Neighbors complained so he built a fence so they didn't have to look at it, just at the properties of the complainers.
