Scarry that the Chinese military could have so many people involved in this kind of cyber warfare.

This kind of unnerves me as 613 was one of the numbers along with 224 that I had used in my massive effort to improve resources for survivors/victims of crimes I had undertaken from late 1992 onward. I told my story of the difficulties I had had with fighting for better resources for victims/survivors of crimes using 224 as an identifier as the murder conspiracy involving Michelle Mitchell's murder on 2-24-1976 started my interest in victims' rights to information when I learned on February 25, 1976 of her death from the fellow English Earl Wooster High School students in Reno, Nevada. I had outlined these troubles while participating in a study at the UCSF School of Public Health as Subject #613 somewhere around 1992 or 1993. The then Law Librarian of Congress, M. Kathleen Price, whom I had worked under for a time when she was the Law Library Director at the University of Minnesota, had answered a letter I had sent to the Librarian of Congress James Hadley Billington that information for survivors/ victims of crimes was a worthwhile endeavor but that it would take all libraries working together to get this information to this group of library users. I used 224 and 613 trying to convince libraries and associations to work together to try to create a dialog as to what kind of materials would be of the most practical value for victims/survivors of violent crimes. https://www.talkofthevillages.com/fo...750-post2.html (Some of these links are now dead ends). Of course, I would also copy any significant letter like the one from M. Kathleen Price and many others I might have received and send these out too.

Kind of ironic to now see 613 associated with a group working towards plans that MIGHT create more victims/suvivors of crimes of some kind of cyber terrorist attack on the US.

I did try to get everyone involved that I could think of who might take an interest in improving the survivor/victims of crimes ability to take a more active role in the legal game. Had a lot of help from people I met off of Findlaw's message boards from 2000 throuh 2005 or so with whom to contact.

We spend billions on our military still designed to fight the Cold War. Much of this is a waste - military/industrial welfare. A good amount of this money should be redirected to supporting (pay their tuition and provide a stipend) talented kids going into advanced computer/software design plus engineering and then offer good money to get them to work for DOD, CIA and NSA...behind consoles where the next war will be fought. Of course that means some companies and workers will have to accept losses....think of them as lazy government workers (though they are privately employed - but, paid via government contracts)...if that makes it seem more palatable. [Please don't think I am disagreeing with you...this rant is directed to a larger audience]

That makes sense. With drone strikes, nuclear weapons, germ warfare and the like the nature of war seems to have changed drastically since the start of WWII. Some contracts do seem to be unnecessary to the current methods of fighting wars.

Technology will only take you so far. In the end, it will be the foot soldier who will need to go in and dig'em out. A lot of the Cold War equipment has been converted to other uses to remain relevant in current warfare. I can assure you that when you see a "discovery" like this in the news, our security and military agencies knew of its existence long ago.

"Unrestricted Warfare" is a book on military strategy written in 1999 by two colonels in the People's Liberation Army, Qiao Liang and Wang Xiangsui. (You can download it free on the internet.) I first read it in 2004 when I was working in support of a DoD contract. Since then I have seen many examples (based on personal professional experience AND reading open source news items) of this strategy being put into operation by the PRC. It's an interesting read and it will put many news items in a different light for you - the link in the original post is just one example.
