Default Liability insurance only

I have a question from someone who has property near the coast that they want to self insure. However, they want liability insurance. They were told that there are some insurance companies that will write for liability only. Need some help from someone knowledgeable about insurance.

If they own another property they should be able to get that company, assuming the second proper is insured, to extend the policy to cover the uninsured one for liability.

If the do not have another insured property, I expect the coverage will be hard to obtain.

They do not own another property. So I think you are right - coverage will be hard to get.
