Is there somewhere I can donate or recycle VHS tapes?

Put them in with the regular garbage. The recycling items are sorted at a facility from the safely incinerated items.

Mark Twain library used to take them but stopped years ago, which is probably a good indication that no-one else will want them :-(

There's a collector's market for vhs. Check your titles and editions before throwing them out. Much like vinyl records, 80-90% are worthless. But its worth a look see.
