How is this possible with the booming building industry, as well as service jobs?

Some will be disabled in one way or another but most either don't want to work or can't pass a drug test. There are jobs everywhere, not just here, that aren't being filled for the same reasons.

There is a shortage of skilled tradesmen, due in part to schools not offering "shop" classes anymore.

I read this some time ago and I too was incredulous...and skeptical. I wonder if retired people are considered unemployed???

The unemployment rate only includes people who are looking for work, so that does not include retired people.

Another sad state is that the majority that apply to enter the military don't qualify. Latest Army statistics which I believe was 2017 only 37% of those that applied qualified to join. Physical issues, drug issues, arrest issues, couldn't pass the basic entrance intelligence test and probably some other reasons.

I don't have a link to stats but if you google how many people can't pass drug test for employment you will see several news items from different areas of the country on this issue, many written over the past 2 years. I only know directly about it because several relatives of mine are in the manufacturing business and I have heard this from them - many available positions now, and many applicants, but so few pass the drug test.
