Default Water Meter Issue

I recently received a water bill for July , not irrigation, for over 9000 gallons of water use. This was a huge surprise as I am a snow bird. The previous two bill were for 10 and 40 gallons respectively. When I am in the house we use about 2500 gal per month. I have someone physically check the house weekly. I shut the water off in the garage when I left this spring. He turns it on to flush the toilets weekly and then suts it off. The CSU attempted to claim a slow toilet leak but when they checked the meter it was the same as the last reading in August. My helper then ran the water faucet which stopped almost immediately. The CSU is suppose to run a 20 gallon check to see is the meter is registering correctly. No report yet. I am told there was a lightening strike recently 3 houses away from mine. Has anyone had an issues with their water meter like this?

it certainly sounds like the meter is bad
