Much of my working experience is in industrial construction mgmt. Normal contractual procedure if there is an issue is to send off an RFI (request for information) to the owner and not proceed with the item without an acceptable response. It is not unusual for a workable solution to take a minimum of two weeks; and sometimes up to six months or more if cost impacts must to resolved. (Ka-Ching!)
