What is it that is needed for some to understand the government is a you scratch my back and I'll look the other way organization?

In the paper this morning I read the best description of what it is this administration excels at "...populist jawboning..." (I guess it applies to any administration).....it seems there are just more that are satisfied with the jawboning as being good enough for them. Results? Accomplishments? Accountability? Seldom used terms. And rarely required.
