Go back and read the first link from the Feds that I sited. It lists the classes of immigrants who can access the ACA. Included are several groups consisting of illegal immigrants.

The ACA does NOT provide entry or assistance for illegal immigrants.

It does allow STATES to. ask or petition a waiver to allow more to become available.

That is what California is doing...petitioning for a waiver on the basis with more in the plans, premiums go down
