Verify that the cart is original and that the speed has not been modified to go over 20 miles per hour.

You could grab your GPS, take it with you in the cart, head out to one of the multi-modal paths, and then mash the accelerator. See what the speed maxes out to. If it goes over 20, then you know something's been tweaked - either the governor (gas cart), different ratio rear gears have been installed, etc.
