Do you even own a home in The Villages? Because if you did, you'd know this is a deed-restricted community. You'd know that you agreed to obey the rules the day you signed the papers to close on the house. These rules existed before you started looking to move here, and they still exist. There's nothing "communistic" about obeying the rules of a community in which you live.

You have the freedom to leave. You have the freedom to disobey the rules. You won't go to jail if you refuse to mow your lawn. You WILL be fined, if you refuse, but it is your choice to accept the consequences for your bad choices, or to comply.

You're required to bring books back, after you've borrowed them from the public library. It's not communistic to have that requirement - and you won't go to jail if you refuse. You'll just get fined. Your option to avoid that is to a) bring them back on time or b) not borrow from a public library.

It's the same principal. No communism necessary.
