The one thing I have questioned is if a ceiling fan does not have a UL listed fire damper, what about the fire rating of the garage ceiling. Methinks this is precisely why the developer does not vent the garage

don't follow the fire rating, the ceiling is sheet rock which I assume is fire rated.

If you cut an unprotected hole in it, it loses the fire rating.
