So how does the EV’s owner pay for the charging from the E highway, that I assume all taxpayers paid to have constructed? Since EV’s are substantially heavier will these roads require more maintenance?

Should be very simple to record vehicle's entry and departure into the system using the car's computer. Computer will probably pay the charges as well.
UK has been experimenting with similar system for some time.
From proposed plans I have seen so far, a single lane initially will be a charging lane, and drivers will be able to enter at any time the battery needs some help, and leave when it has enough power.
I will probably never be an electric car owner, but I think it is a great idea.

This is simpler than you think. Today when you go on a toll road, or you use the designated fast lane a vehicle with Sun pass or EZ pass is charged. In this type of fashion EVs can be charged for either time or mileage on the electric platform. The latest driver assist update from Tesla is very impressive, but it still requires a driver in place. I'm a strong believer that all long-haul trucks should be equip with this type of technology to be used on highways. It's not that I don't trust the drivers, but there is the fatigue factor. What you have to remember these so call driverless vehicles are programed to obey the rules of the road. Unlike the rest of us who speed and get distracted.
