The OP pic will not load so no idea what cart he speaks of.

Single rider cart is the only handicap cart, acquired at any Championship course.
With single rider handicap cart, they can and will travel from tee, fairways, then greens. Rider is strapped in the seat, then extended to strike the ball. Have played multiple times with a resident who has been given a chance to play golf, and try to have a better lifestyle.

Totally different than resident with a handicap sleeve and blue card, driving a golf cart

Exactly …. a CAP (Course Access Pass) with a Blue band is completely different with different restrictions as compared to a Handicap individual on a Single Rider (Solo Cart). Thanks for pointing that out
