So I googled "How much does the government pay insurers for part D" and the answer was $142.67 per plan. I'm pretty sure they mean, $142.67 per person.

Then I googled, "Is the part d subsidy of $142.67 annual or monthly" and the answer is, monthly.

Sounds like a reason that would entice insurers. Thanks for your info.
