What she said ^. My Pumpernickle has a rash on his hinnie and this is exactly the same thing. Worse in the summer...

Wear breathable clothing, use antibacterial soap, try baby powder with no fragrance. Sounds like a heat rash, as others have said. When you don't have to wear tight clothing, give them up. Think cotton.
